Guaranteed Rights and Empty Promises
Eliezer Nahir, a regular guest of the Committee, asked whether the state should guarantee rights that it cannot realistically fulfil. MK Avraham Ravitz stressed on the other hand that there are rights that everyone or every citizen should enjoy even if he or she does not fulfil their own responsibilities vis-à-vis the state. No one, he asserted, should ever have their water cut off.
