The Constitution, Law, and Justice Committee met seven times in 2003 to discuss the chapter on the Executive in the constitution. The first meeting, which was attended by former Prime Ministers Shimon Peres, Ehud barak, and Benjamin Netanyahu, considered the obstacles facing a Prime Minister in Israel and explored potential solutions.
Following meetings considered the structure of the executive branch in full detail, basing themselves on the extant Basic Law: The Government and discussing a variety of changes. Finally, the committee ended with a December 2003 discussion of the "Norwegian" law regarding Ministers who are not members of Knesset.
